[SMM Hydrogen Policy Update] Xiamen National Development and Reform Commission (NDRC): Issues Three-Year Action Plan for Hydrogen Energy Industry, Full-Chain Layout to Seize New Track

On September 22, the Xiamen High-Quality Hydrogen Energy Industry Development Action Plan (2025-2027) was officially released and implemented, introducing 14 measures across four dimensions: technological innovation, advanced manufacturing, application scenarios, and development environment. The plan clearly aims to accelerate the construction of new growth engines for the new energy industry and seize the new track of hydrogen energy development.

As a city that listed hydrogen and ESS as one of its six future industries in 2022, Xiamen has already achieved a "from zero to one" breakthrough in the hydrogen energy industry, leveraging the scientific and technological capabilities of Xiamen University and Jiageng Innovation Laboratory. Currently, the city has independently incubated eight hydrogen technology enterprises, forming an industrial cluster covering the entire industry chain of "production, storage, transportation, and utilization." Huaxia Hydrogen has made breakthroughs in core materials for green hydrogen equipment, and its hydrogen production equipment has been exported to Indonesia; XTC New Energy's solid-state hydrogen storage material sales have ranked first in the country for 15 consecutive years; and King Long Motor's domestic market share for hydrogen fuel commercial vehicles has reached 13%.

To address the challenge of reducing the cost of green hydrogen, Xiamen innovatively integrates the advantages of ALK and PEM hydrogen production technologies. A 5-megawatt off-grid hybrid hydrogen production system, which it participated in developing, has passed the mid-term acceptance, and subsequent efforts will focus on advancing a 30-megawatt system. Additionally, through the establishment of a hydrogen energy industry development alliance, co-construction of a 12MW testing base in Zhangzhou, and the Fujian Green Hydrogen Pilot Base, Xiamen is building a cross-regional collaborative innovation platform.

According to the plan, by 2027, Xiamen will have 30 producers of hydrogen equipment and materials, three hydrogen refueling stations, and a demonstration route for hydrogen fuel cell vehicles, further expanding the large-scale application scenarios of hydrogen in transportation, industry, and ESS.
